Sinn Féin Deputy Donnchadh Ó Laoghaire says the ambitious plan would be rolled out over a five year government term.
The party says the plan, which will include free hot meals for children in DEIS primary schools, would end the reliance on voluntary contributions and fundraising.
Figures for 2019 from Barnardos revealed that the cost of sending a student to first year in secondary school is around €735.
Speaking to RedFM News, Sinn Féin's Education spokesman Donnchadh Ó Laoghaire says the government need to act to reduce the cost of back to school:
"We want to increase funding to schools so that we can eliminate so-called voluntary contributions, and we want to put in place legislation to ensure that school uniforms, which is a huge cost are reduced significantly so the parents have more choice, more options, and that it's more affordable and we'll be calling on the government to consider these proposals in the next budget to ensure that we can bring the cost of going back to school down for all families."
