Serious concerns have been raised about the decision to change the status of thousands of civil servants working in An Garda Síochána.
The proposed move would deprive civil servants in the Garda of the right to move across the civil service or avail of promotional opportunities in other Government departments.
This issue will be debated at the Association of Higher Civil and Public Servants conference today.
Ciaran Rohan, General Secretary of the Association says measures need to be put in place to protect their privacy around meetings.
"In relation to the confidentiality of meetings in the Department of Health in particular, but in other departments there are issues around the recording of meetings, and the confidentiality of meetings that happened within departments.
"We're calling on the Minister for Health to address the issue in that department about what safeguards can be put in place to protect members' privacy and confidentiality."
