Cork Penny Dinners says people sleeping in emergency shelters have no other option than to wander the streets during the day.
The charity is calling on the Government to build more day centres for homeless people.
547 people in Cork were accessing emergency accommodation in August.
Speaking to RedFM News, Caitriona Twomey from Cork Penny Dinners it’s unfair that people sleeping rough have no where to go during the day:
"When they leave the hostels, some of them just aimlessly walk around the streets simply just looking for somewhere they can stop walking and take a rest and be warm but it's soul destroying for them. I do think the Government could look at this seriously, and find a place for people to come into. We don't want to be hearing that people are dying on the street and dying from the cold."
