Almost 2,000 homes across Cork city and county - between May 2021 and May 2023 - were granted planning permission on the condition that they could not be bought by investors.
Ministerial Guidelines were issued to planning authorities in May '21, to regulate the purchase of houses in bulk.
It gave local governments the power to insert a condition preventing multiple housing and duplex units from being sold to a single buyer.
Since then, 611 homes in Cork City and 1,363 homes in Cork County have received planning permission on this condition.
Nationally, over 31,000 homes have been prevented from bulk sale in last two years.
