Catherine Hegarty is one of 46 staff at St Vincent's Centre
They say they have been left in limbo due a disagreement between the HSE and the Sisters of Charity, who withdrew their involvement in the service in March 2017.
The HSE stepped in to manage the service, which is due to be taken over by COPE, however staff say they are not receiving incremental pay increases, welfare entitlements or pension contributions.
A spokesperson for the HSE says they will continue to make every effort to engage with the Sisters of Charity to resolve any outstanding issues.
