Used beer cars have been found on the graves at St Catherines Cemetery in Kilcully, according to people visiting their loved one's graves.
It comes following complaints of people revving their cars, drinking and publicly urinating in the graveyard.
Speaking to RedFM News, City Councillor Ken O'Flynn said the council can't spend money on constant security at St. Catherine's and it should be up to people to be respectful of others visiting the graveyard.
Cllr O'Flynn said he welcomed a ban on any vehicles that aren't needed for funerals or maintenance from entering the cemetery.
"What I'm asking is full cooperation with funeral directors, that we will only allow the funeral cortege cars into the cemetery and those are the work people such as people that are acting headstones, stonemasons, etc," he said.
"The idea of bringing a huge amount of vehicles into the cemetery is ridiculous."
