The City Council has requested further information before making a decision about plans to expand Penneys on Patrick Street.
The Irish Examiner reports Primark has not yet fully addresses the Council's concerns about the impact of the development on the built heritage in the area.
Plans submitted to the local authority propose an extra 17,000 square feet be added to the store's 37,000 square foot premises.
The move would mean the store would take up most of the block between Patrick Street and Oliver Plunket Street.
The paper reports that Penneys has previously responded to concerns about the plans by saying it will help to redcue the number of vacant premises in the city centre.
