A company set up by Cork County Council to develop and promote Camden Fort would need 30 million euro to complete full upgrades.
Up to 80 projects could be used to make the fort in Cork Harbour a major tourist attraction.
However, a lack of funding means that the company will instead focus on seven key projects, limiting expenditure to 4 million euro.
Councillors have not yet been briefed on the nature of these projects,
However, it is hoped that a Project Manager will be hired to organise events and develop income sources for the fort.
Camden Fort Meagher has not opened to the public during the 2021 season but hopes to reopen next Spring.
