Cork City placed 22nd on the list, while Galway City was 24th.
The Irish cities were docked points for the cost of living and public transport, but ranked high for friendliness and nightlife.
Melbourne in Australia was crowned the best, followed by Newcastle in England and Seoul in South Korea.
