Cork City Council has recommended that plans to build almost 320 houses outside Blackpool be refused.
The Cork County GAA Board have submitted plans to construct the homes on its 36.5 acre site in Kilbarry.
The proposal is a Strategic Housing Development meaning the County Board can apply directly to An Bord Pleanála, however as part of the decision making process, the Council prepared a report to recommend that permission be refused.
The report cited the "lack of usable public open space" and the "over-provision of car parking" as among the issues with the plans.
The report also said the County Board has not demonstrated that the proposed development will not have a negative impact on the environment- including an at risk species of butterfly that was discovered to be living in the area.
