Management had sought permission to build car parks at either end of the 4G all weather pitch, however the plans proved controversial with locals.
The Ballintemple Area Residents Association submitted a 25 page objection to the plans, saying that they had concerns about the level of traffic in the area and the loss of the green spaces at either end of the stadium.
The board says the "outright refusal" raises serious and immediate questions about the safety of the existing vehicular access to Páirc Uí Chaoimh via the pedestrianised Marina.
The board have also said they will seek an urgent meeting with the City Council to discuss the refusal.
