A Cork TD says the planning system needs reform to reflect and support local involvement.
Social Democrats Holly Cairns made the comments after the High Court ruled the Licence Agreement to permit the mechanical extraction of kelp from Bantry Bay is not yet operative or effective.
The judge also said the only way to measure the environmental effects of mechanical harvesting of kelp will be to conduct trials.
