The 27 heads of state, including the Taoiseach, are in France for two days of talks on the growing humanitarian crisis in Ukraine.
Last night, the leaders once again commended the Ukrainian people for their courage in defending their country.
Micheál Martin travels to London this evening for his St. Patrick's Day visit, and will meet British Prime Minister Boris Johnson tomorrow.
Political Correspondent Sean Defoe says people will be hoping for news on fuel costs after today's EU summit:
"As he went in yesterday, Micheál Martin said they were going to look for a derogation when it came to VAT on fuels- that potentially the government could cut the VAT rate on fuel a bit to go beyond the excise duty cut the didn't really have the impact a lot of people were hoping it would have so that's going to be up for discussion today and we'll see whether there is an EU wiggle room."
