Threshold has released its pre-budget submission this week which is looking for the establishment of a Deposit Protection Scheme and a dedicated homeless prevention budget.
It wants the state to follow Portugal's model in introducing a reduced tax initiative for landlords that gives advantages to those who can provide security of tenure.
Advocacy manager Ann Marie O'Reilly says many renters are seeing their mental health suffer because they can't be sure where they are going to live:
"It takes over a person's thoughts so understandably, because we all know how difficult it is out there right now to find somewhere to live and so it becomes the sole preoccupation of anyone who's facing that possibility."
