The Irish Nurses and Midwives Organisation in Cork say they want to find a resolution to staffing issues that has led to threats of a work to rule from March 31st.
Fórsa and the INMO say the HSE's Pay and Numbers Strategy is just an extension of the recruitment embargo.
The work-to-rule includes not working overtime or undertaking other out-of-hours tasks.
Speaking to RedFM News Colm Porter of the INMO in Cork says the HSE strategy has led to unsafe staffing levels and increased workloads for nurses:
"We have seen like examples across Cork where many departments and wards are essentially working short. The HSE is under pressure, the public health services under pressure, the impact that has on our members workload is significant then."
