Residents say they have not been consulted about the development of 40 modular homes at Carhookeal and have protested at the site this morning.
In a statement to RedFM News, the OPW says the Department of Housing is in the process of identifying state owned sites where modular homes could be built and that the site in Mallow is one of the sites under consideration.
The statement goes on to say that porta cabins to be used by the contractors during site investigation works have been installed but that no modular homes have been erected on the site.
The OPW says they are on track to deliver the first tranche of 200 Rapid Build Homes early this year to provide accommodation for around 800 Ukrainians at a number of sites including Mahon.
