Locals have appealed the County Council's decision to grant planning permission to turn a former B&B into a mental health facility.
The council granted retention planning permission for the conversion of Glenwood House in Carrigaline into a High Support Residential Care Unit in July.
The HSE bought the former Bed and Breakfast in Carragline January 2021 for €750,000.
The Irish Examiner is reporting this morning that the Executive intended to use the building as a replacement for the Millfield House Mental Health Facility in Blackpool.
The paper says that the HSE only applied for retention this March, after the council issued an Enforcement Notice over €500,000 of works which did not have planning permission.
In the 44 objections made to An Bord Pleánala, the Glenwood Residents' Association says it has a "number of serious concerns" about the development.
Their worries include the impact of the unit on their local amenities, and what they call the HSE's "lack of engagement" with the community.
So far, Glenwood House High Support Residential Care Unit has never been used.
The appeal to An Bord Pleanála is expected to take at least 6 months.
