The Health Minister is to tell his Cabinet colleagues the current funding model for hospices doesn't provide financial stability.
Four hospices are to be given guaranteed state income under a move from the Department of Health.
Marymount Care Centre in Cork, Milford Care Centre in Limerick, Galway Hospice,and St Francis Hospice in Dublin will all be made Section 38 organisations.
This means they will be funded to provide a defined level of service for the HSE and their employees will be classed as public servants.
Health Minister Stephen Donnelly will bring a memo to Cabinet proposing the changes which will say continued reliance on fundraising isn't sustainable and noting the increased demand for palliative care as people are living longer.
