A pre-application consultation has been lodged
The 229-apartment residential development would be on the North City Link Road in Blackpool.
The Echo reports that Eichsfeld Limited lodged the application to build on the Former Hewitt's Mills site.
Cork City Council will now be asked to give its opinion on the proposed development before building can be approved.
The news comes as 265 student beds are also at the pre-application stage for the Wilton Road at Victoria Cross.
