Cork based JCD Group will develop 201 apartments on the former Carey's Tool Hire Site on Albert Quay in the city.
The plans include parking for bikes and cars, a public café, coworking space and a 25th floor residents' lounge.
The developers also say they plan to restore the protected Ticketing Office and Railway Terminus Building on Albert Street.
