Plans for 274 units on the site of the former St Kevin's Hospital in Shanakiel have been submitted to An Bord Pleanala.
The development on the 14 acre site includes 228 apartments, 46 houses and a creche.
The Land Development Agency, who submitted the plans have described the prominent building, which was partially destroyed by a fire three years ago, as being in a dilapidated state.
