A full return to remote working would be a backward step, according to a group representing small and medium sized businesses.
The National Public Health Emergency Team is advising people to work from home where possible and employers be supportive of the move.
The Government will consider the recommendation next week.
But John Barry, who's on the national council for ISME, says many businesses are just getting back on their feet.
