They say they've been left without pay increments, pension contributions and welfare entitlements
46 staff work at the residential centre which cares for 25 women with intellectual disabilities.
The disagreement arose in March 2017 when the HSE took over management of the centre after the Sisters of Charity withdrew from running the service.
A spokesperson for the HSE says the service will be taken over by COPE and they are continuing to make every effort to engage with the Sisters of Charity to resolve outstanding issues.
