Children's Minister Roderic O'Gorman has denied the passing of the controversial bill is about sealing the archive for 30 years and says the bill actually serves to protect the database.
He also states that he is committed 'to do right by' survivors of institutional abuse in terms of protecting the data and improving access to it.
