Micheál Martin was speaking in Cork today as the controversy over Katherine Zappone's failed appointment as a UN envoy rumbles on.
The Department of Foreign Affairs is due to publish documents today to clarify matters around the matter and the subsequent fall-out.
Speaking to RedFM News, Taoiseach Micheál Martin says lessons have been learned:
"There needs to be a full review of the role of envoys into the future; the added value they may or may- bring to certain situations, I think the Department of Foreign Affairs should conduct a full review in relation to that. And that if there are many further appointments into the future, that they will be done by open, public competition. I think these are lessons we have to learn from this particular episode."
