The Taoiseach says the government will take a non-adversarial approach to dealing with patients and families impacted by their treatment at South Kerry CAMHS.
Micheál Martin says he wants to develop the process following the publication of a damning report into the service.
The report published on Wednesday found that significant harm was caused to 46 children, with hundreds more receiving treatment that was described as "risky".
Speaking to RedFM News, Taoiseach Micheál Martin says he has had initial discussions about how a redress-type scheme might be developed:
"I've had just preliminary discussions with the Attorney General. We will be looking at a non-adversarial mechanism to deal with this and to address this issue. Now, the specifics of that will have to be worked out, for example, could involve a mediated approach or mediation mechanism, but we will look at a range of mechanisms to achieve that in the most efficient, effective and empathetic manner possible. What happened was wrong and it shouldn't have happened."
