That's despite Green Party Leader Eamon Ryan saying he couldn't guarantee all the projects will actually happen.
The Cabinet has been meeting in UCC to sign off on the 165 billion euro plan for capital spending over the next 10 years.
Taoiseach Micheál Martin says he expects the road projects committed to will go ahead.
"I think they'll go ahead. Delivery is key. There's lots of statutory processes, there's lots of planning processes and so on, which we know historically has always created delays.
"The challenge for us is to male sure we can do this in as timely a manner as we can, that's the key.
"There's a full commitment to get these done, and the funding is there and the funding is behind it."
