Simon Harris says he's "sorry" and "annoyed at himself" for walking away from a woman, while she was trying to raise concerns about disability services.
Sinn Féin leader Mary Lou McDonald says the encounter shows the Fine Gael leader is unwilling to listen.
While Labour senator Marie Sherlock says the apology is meaningless to disability workers who are crying out for support:
"We saw the apology yesterday by the Taoiseach. But the reality is that those Section 39 workers and many more workers providing services to the most vulnerable people across our country are really hurting because this government has failed them in terms of their pleas for many years with pay parity with workers within the HSE, and ultimately, it's a bit late now for that apology to be coming."
