Leo Varadkar has said any changes to current rules would be made following a Cabinet committee meeting on Monday.
Keelings Fruit in Dublin has come in for criticism after it flew nearly 200 workers from Bulgaria in to work for the company.
It insists they were screened by doctors in their home country before flying here.
