The Cabinet sub-committee on Covid-19 meet later to discuss the final phase of reopening society and the economy.
The roadmap is to be published tomorrow, with particular emphasis expected on the return of live events and the reopening of offices.
However, no major changes are believed to be happening until the third week of September.
Dr Denis McCauley, chair of the Irish Medical Organisation's GP Committee - he believes the government's roadmap to reopening will only work if those socialising indoors are vaccinated.
"I think that one of the important tenants and the important foundations of all of this is the decision previously by the CMO that anybody that is socialising inside should be vaccinated.
"I think if that is the foundation of any future plans I think they will work - I think any deviation from that plan will not work."
