Health officials have been meeting to discuss an easing of restrictions over the next few weeks.
That's likely to include longer opening hours for hospitality, larger crowds at live events and advice on returning to the workplace.
Liam Herrick from the Irish Council for Civil Liberties says the Digital Covid Certs should also be done away with:
"The framing from the government this week has been very clear and very positive. They have been saying at this stage, we should only be holding on to any restrictions where there's a proven medical necessity for those restrictions. And that's the bar that they're setting and I think that's the approach that we hope NPHET will take."
