City Hall's finance committee will meet in the next week to discuss how to bridge a €9.4 million funding deficit caused by the pandemic.
The figure stems from the loss of car parking fees and fees for planning applications and has led to fears that funding for a number of community groups and projects will be decreased or withdrawn.
The government announced a €260 million plan to refund councils for the loss of commercial rates for three months, however it's not expected that they will be in a position to help the country's 31 local authorities with the loss of other revenue.
Speaking to RedFM News Cllr Mary Rose Desmond says her Council colleagues are keen to do everything they can to allow the city recover.
"This isn't a case of going for the low hanging fruit and the easy quick wins.
"It's about trying to avoid any additional cost for anybody, because we're not the only establishment that will be facing into a very new world post-Covid.
"It isn't a case of tacking on bills for businesses and individuals from that perspective.
"It's about delving deep into the figures to see where cash can be raised form within our own remit."
