Cabinet will meet on Tuesday to consider its reopening, with the EU Digital Covid Cert expected to be adapted and used as proof of vaccination or recent infection
The government has indicated a July 26th return "at the latest", and says legislation will be needed to allow it happen.
Executive Director with the Irish Council for Civil Liberties, Liam Herrick, says there isn't enough time to consider some very serious issues:
"The whole idea of requiring vaccination for entry to pubs and restaurants, throws up very serious questions about equality, discrimination, employment law and data protection. And the idea that the government would be able to develop legislation to resolve all of these issues in a matter of days, and that the Oireachtas would be able to consider it properly in a matter of hours, I think, is just not realistic. It's not at all appropriate."
