The rules were introduced by the Health Minister Stephen Donnelly to allow Gardaí to monitor compliance with the regulations after reports that some premises have been flouting the requirement for a substantial meal to be served when ordering alcohol.
Restaurant groups and pub representatives have reacted furiously to the new regulations saying they weren't consulted about the changes.
