The measure was supposed to come into effect from today, but has been delayed by 48 hours.
It requires all international arrivals to show proof of a negative antigen test taken within the previous 48 hours, or a negative PCR taken within the previous 72 hours.
Minister Helen McEntee says the delay is not intentional:
"There may have been some slight delay just in the signing off of regulations but it's not an intentional delay. Obviously there's a lot of work has to go into regulations to sign them between a number of different departments."
