The Department of Social Protection says the payments should be made to people who aren't able to work due to the Covid-19 outbreak
They say a temporary refund scheme will be put in place to reimburse businesses - which Minister Regina Doherty has said may take some time to be processed.
The rate for jobseekers is €203 a week.
