The Finance Minister says a widespread return to work after October 22nd is looking "a little less likely".
NPHET meets on Monday to discuss rising infection rates and to make its recommendations.
Paschal Donohoe says government will review the situation "very carefully" next week.
But he isn't optimistic about a large return to the office after the bank holiday.
"I think that's a little less likely at the moment, although we will have to make a decision on that early next week.
"We owe it to employers and we owe it to those considering a return to the office to give clarity on it.
"We do know that when we go through big changes in mobility and activity in our society it affects where we are with the disease.
"We're going to look at that very carefully next week."
