Around 1.8 million fully vaccinated people are set to start receiving their Digital Covid Certs in the coming days.
The certs can be used for international travel and will either be emailed or posted out to people.
Work is also underway to use them as the system to allow access to indoor dining when it re-opens.
Public Expenditure Minister Michael McGrath says reopening indoor dining on July 19th has yet to be agreed.
"It isn't in anybody's interests to have a reopening, followed by a closure fairly quickly after.
"We need to get this right, we think we can do it quickly, and using the data and technology in respect of the Digital Covid Certificate we believe there is potential to transfer much of that across to a means of accessing indoor dining and other indoor activities."
