Hospitality groups will be challenged about their compliance with Covid rules when they meet government officials today.
They've been asked to meet the Department of the Taoiseach this afternoon, following ESRI research.
It found over a third of customers in restaurants and pubs aren't having their Covid certs checked.
But Adrian Cummins, from the Restaurants Association, says there's no grounds for closing the sector in the run-up to Christmas.
"It's vital that we keep the economy open fully, and there is no going back as the politicians have said to us already.
"We also need to protect public health at all times.
"We've always said that we will implement the covid pass, but we need to find out at what percentage of the population will the covid pass be stood down - is it at 100% of vaccination? 99%? 98%?"
