The Licenced Vintners Association says it has no choice but to go along with Government plans on indoor dining.
The Cabinet will consider six reopening options when it meets on Tuesday, after talks were held with hospitality representatives yesterday.
The proposals include a system that allows only vaccinated people and those recovered from Covid indoors, a system which has been operating successfully in many other EU countries
LVA Chief Executive Donal O'Keefe sees problems ahead with the plans.
"We believe that there's huge operational challenges, huge practical difficulties. The government have assured us that they are emending legislation to deal with these issues.
"We are waiting to see the detail of that, but very clearly this legislation needs to be properly drafted to protect businesses and the staff and to allow us to operate effectively."
