The National Bus and Rail Union says the Bus Connects project may not be needed due to fewer people using public transport post-pandemic.
The Union has called for Bus Connects and Metro North to be abandoned for more cost effective alternatives.
It has also called for more park and ride facilities and a more frequent bus service.
