Officials are looking at introducing a "no jab, no job" policy in Ireland.
The measure has just been announced in New Zealand, where doctors, nurses and other frontline healthcare workers must be vaccinated against Covid.
HSE chief chief clinical officer Colm Henry says the issue is being considered.
But he says the vast majority of healthcare staff are already vaccinated.
"This would be a decision for Government, and it's something obviously we're considering in the HSE, what I would say is, and I'm trying to be positive with this is the overwhelming majority of healthcare workers not only have embraced the vaccine, but act as advocates for their patients, and further colleagues at work."
