While some hospitals had allowed these, the guidelines will become the new HSE standard across all facilities.
HSE chief clinical officer Colm Henry says more restrictions will be eased as the vaccine programme progresses.
"As time goes on, and we have greater confidence in terms of the vaccine uptake in this age group among pregnant women, and among their partners, that affords them good protection, of course, you get a confidence that there will be less and less harm to anybody who's presenting to return to services UN-Vaccinated, so that's our next stage we hope tomorrow is to look at that 12 week scan and look at attendance at Cesarean-sections."
