All passengers arriving into Ireland as soon as this weekend may need to have a negative Covid-19 test.
The new requirement is being discussed by Cabinet this morning.
A PCR test or a medically supervised antigen test, taken within the previous 72 hours, will be accepted.
Transport Minister Eamon Ryan says the new measure could be rolled out quickly.
"With a lot of these measures, it's usually two or three days to give everyone notice.
"The advantage is if we are to introduce that is it's very readily available, most airports and in other locations it's being tested increasingly.
"I think we could introduce it fairly quickly."
