Ministers are also expected to recommend mask wearing for over-9s or third class and above in schools, shops and on public transport.
Labour's Health Spokesman Duncan Smith says it's welcome, but the Government's communication to parents needs to improve.
"People need to use a common sense approach in terms of their social contacts.
"I think if the Government communicated in that fashion, rather than stupid things like pick a panto over a play date, that's not confusing it just angers people, it infantilises them
"I think the vast majority of people are doing that - they're reducing their social contacts and they're cancelling play dates."
