The Higher Education Minister says every stage of the reopening of society has thrown up tricky scenarios.
Simon Harris has been defending the confusion around the rules for nightclubs, live venues and pubs.
Talks will take place today to form new guidelines for the sectors, along with the enforcement of vaccine certs.
Minister Harris says specific guidance for each industry will be revealed soon.
"This pandemic has constantly thrown up tricky situations that you had to work your way through.
"What we're doing now based on public health advice is recognise that pausing the reopening of these sectors would minimal if any effect on this virus.
"Working sector by sector to put in place specific guidance is the way to proceed."
