The cabinet is meeting at the moment to discuss when the remaining restrictions will be eased.
Advice from NPHET allows nightclubs to reopen, Covid passes to be dropped for indoor dining and no crowd limits at events.
Ministers are working out how quickly some of the laws enforcing the measures can be scrapped.
Leo Varadkar says restrictions may not be eased all at once:
"The recommendation from from NPHET is a phase basis with the detail and the timing around phases, that's that's for discussion and decision today and again to the Taoiseach will make an announcement at 6pm today."
