The Taoiseach says the state needs to provide better facilities, and redesign streets, for people to socialise outdoors.
Hundreds gathered in Cork city last weekend and the Port of Cork is to fence off the quays to avoid a repeat of this
for the June bank holiday weekend.
Micheál Martin says the government will work with local authorities to facilitate safe socialising outside.
Dr David Nabarro, from the World Health Organisation, is urging people to be cautious.
"When people mix and perhaps not protecting themselves with face masks and so on, that's when the virus really starts moving around, and it's often followed with a big surge in cases.
"Because the virus has not gone away, continue to respect it."
