NPHET has said it's target to exit level 5 is to be below 100 cases per day by the beginning of December.
Minister Eamon Ryan says regardless there won't be an ban on people coming home for Christmas.
"I don't believe there will be or should be the sort of normal volumes of people coming, but at the same time there are so many different circumstances like someone gave me an example yesterday that some of the UK colleges will be closing early and effectively locking down for that period, are we going to say to younger students working over there, you can't come home? Of course we're not"
