Cabinet will hold a special meeting on Monday to sign off on the plans - with the reopening date likely to be July 26th.

Noel Regan of Crockets Quay Bistro in Ballina, Co Mayo, says bars and restaurants can reopen safely.

"Health officials are turning around and saying well, you know hotel toilets are safer than restaurant toilets, but there's just so much information out there and none of us, you know, it none of it pertains to us because it's also included. We got blamed for Christmas now as well. I know bars weren't open and I know how careful we are because we can control our business, and people don't believe that we can control our business."
